1. What is CE Certification?

CE certification constitutes the "essential requirements" at the core of European directives. In the European Community's resolution (85/C136/01) of May 7, 1985, "A New Approach to Technical Harmonization and Standards," the term "essential requirements" for the purpose of developing and implementing directives has a specific meaning: it is limited to basic safety requirements concerning the safety of humans, animals, and goods, not general quality requirements. Harmonized directives only stipulate essential requirements; general requirements are the task of standards. Products that meet the essential requirements of the relevant directives can bear the CE marking, regardless of whether they meet the general quality requirements of the relevant standards.

In short, the CE marking is a safety conformity mark, not a quality conformity mark. It is considered a passport for manufacturers to access the European market. Products bearing the "CE" marking can be sold in all EU member states without needing to meet the requirements of each individual member state, thus enabling the free movement of goods within the EU.

The word CE is an abbreviation of the French "Communate Europpene," meaning the European Community. The European Community later evolved into the European Union (EU). 2. The Meaning of the Letters CE

In the EU market, the "CE" mark is a mandatory certification mark. Whether a product is manufactured within the EU or in another country, it must bear the "CE" mark to circulate freely in the EU market. This indicates that the product complies with the basic requirements of the EU's New Approach to Technical Harmonization and Standardization directives. This is a mandatory requirement under EU law.

In the past, EU member states had different requirements for imported and sold products. Goods manufactured according to one country's standards might not be marketable in other countries. As part of efforts to eliminate trade barriers, CE was created. Therefore, CE stands for European Conformity (CONFORMITE EUROPEENNE). In fact, CE is also an abbreviation for "European Community" in many languages of the European Community. Originally, the English phrase EUROPEAN COMMUNITY was abbreviated as EC. However, because the European Community is called COMMUNATE EUROPEIA in French, COMUNITA EUROPEA in Italian, COMUNIDADE EUROPEIA in Portuguese, and COMUNIDADE EUROPE in Spanish, EC was changed to CE. Of course, CE can also be interpreted as CONFORMITY WITH EUROPEAN (DEMAND) (compliant with European requirements).

3. The Meaning of the CE Mark

The meaning of the CE mark is that the CE abbreviation indicates that the product bearing the CE mark complies with the essential requirements of the relevant European directives. It confirms that the product has passed the corresponding conformity assessment procedures and/or the manufacturer's declaration of conformity, truly becoming a passport for the product to be allowed to enter the European Community market for sale.

Industrial products requiring the CE marking under relevant directives are prohibited from sale without it. Products already on the market with the CE marking that are found to be non-compliant with safety requirements must be recalled. Continued violations of CE marking regulations will result in restrictions or bans on entry into the EU market or forced market withdrawal.

The CE marking is not a quality mark; it is a symbol indicating that a product complies with a series of European standards and directives related to safety, health, environmental protection, and hygiene. All products sold in the EU are required to bear the CE marking.

4. The Necessity of Applying for CE Certification

CE certification provides a unified technical specification for products from various countries to trade in the European market, simplifying trade procedures. Products from any country must undergo CE certification and bear the CE marking to enter the EU and the European Free Trade Area. Therefore, CE certification is a passport for products entering the EU and European Free Trade Area markets.

CE certification indicates that a product has met the safety requirements stipulated in EU directives; it is a commitment from the company to consumers, increasing consumer trust in the product; products bearing the CE marking reduce the risks of selling in the European market. These risks include:

● Risk of being detained and investigated by customs;

● Risk of being investigated by market surveillance agencies;

● Risk of being accused by competitors for competitive purposes.

5. Benefits of Applying for CE Certification

● The EU's laws, regulations, and harmonized standards are numerous and complex. Therefore, obtaining assistance from an EU-designated body is a wise move that saves time and effort while reducing risk;

● Obtaining a CE certification from an EU-designated body maximizes the trust of consumers and market surveillance agencies;

● Effectively prevents irresponsible accusations;

● In the event of litigation, a CE certification from an EU-designated body serves as legally valid technical evidence.

6. CE Marking Directives

In recent years, the use of the CE marking has increased significantly on goods sold in the European Economic Area (European Union, European Free Trade Association member states, excluding Switzerland). Products bearing the CE marking indicate that they comply with a series of European directives concerning safety, health, environmental protection, and consumer protection. As of December 1997, the European Community's directives implementing the CE marking were as follows:

7. Scope of CE Certification

The CE marking is required in both the European Union (EU) and the European Economic Area (EEA) countries. As of January 2013, the EU had 27 member states: Austria, Belgium, Denmark, Finland, France, Germany, Greece, Ireland, Italy, Luxembourg, Netherlands, Portugal, Spain, Sweden, United Kingdom (Great Britain), Estonia, Latvia, Lithuania, Poland, Czech Republic, Slovakia, Hungary, Slovenia, Malta, Cyprus, Romania, and Bulgaria. The European Free Trade Association (EFTA) has three member states: Iceland, Liechtenstein, and Norway. A semi-EU country is Turkey.

8. How to obtain CE certification?

1. Manufacturer's (EU Authorized Representative/Agent) name and address, product name and model;

2. Product instruction manual;

3. Safety design documents (including key structural diagrams, i.e., design drawings reflecting creepage distances, clearances, number and thickness of insulation layers);

4. Product technical specifications (or enterprise standards), establishing technical documentation;

5. Product electrical schematic diagram, block diagram, and wiring diagram, etc.;

6. List of key components or raw materials (please select products with European certification marks);

7. Test report;

8. Relevant certificates issued by EU Authorized Certification Bodies (NBs) (for modes other than Mode A);

9. Product registration certificate within the EU (for certain products such as: Class I medical devices, general IVD in vitro diagnostic medical devices);

10. CE Declaration of Conformity (DOC).

9. CE Certification Product Types

1. Power Supply CE Certification: Communication power supplies, switching power supplies, chargers, monitor power supplies, LED power supplies, LCD power supplies, uninterruptible power supplies (UPS), etc.

2. Lighting CE Certification: Chandeliers, track lights, garden lights, portable lights, downlights, LED street lights, string lights, table lamps, LED spotlights, LED bulbs, grille lights, aquarium lights, street lights, LED tubes, LED lighting fixtures, energy-saving lamps, T8 tubes, etc.

3. Home Appliance CE Certification: Fans, electric kettles, stereos, televisions, mice, vacuum cleaners, etc.

4. Electronics CE Certification: Earphones, routers, mobile phone batteries, laser pointers, vibrators, etc.

5. Communication Products CE Certification: Telephones, wired and wireless main and secondary telephones, fax machines, answering machines, modems, data interface cards, and other communication products.

6. Wireless Product CE Certification: Bluetooth BT products, tablets, wireless keyboards, wireless mice, wireless readers/writers, wireless transceivers, walkie-talkies, wireless microphones, remote controls, wireless network devices, wireless video transmission systems, and other low-power wireless products;

7. Wireless Communication Product CE Certification: 2G mobile phones, 3G mobile phones, 3.5G mobile phones, DECT mobile phones (1.8G, 1.9G bands), walkie-talkies, etc.;
